Microsoft doesn't officially support .NET 3.5 SP1 yet on the Microsoft XP Embedded Standard Release (SP3) but here's a short guide that we have come up with that would allow you to remove the .NET Framework 2.0 (included module in XPE) and then install 3.5SP1.
